The Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, Thursday bemoaned the current educational framework in the country.
Okonjo-Iweala, made this remark while delivering the 2012 Isaac Moghalu Foundation Leadership Lecture tagged: “Education and Development: Paradigm Shift,” in Lagos.
According to her, the existing framework for the sector is unclear, saying that the roles of the various tiers of government in the system are not clearly laid out.
She also argued that the fact that education is on the Concurrent List of the 1999 Constitution makes its administration complex.
“The regulatory system in the sector is largely ineffective, and this reflects on the curriculum, especially in many private schools of foreign origin. Pupils in many of these schools are taught little or nothing in Nigeria.
“Take also the duplication we see in the administration of Senior School Certificate Examination (SSCE). Why should there be two parallel examination bodies - the West Africa Examination Council (WAEC) and the National Examination Council (NECO) - conducting the same type of examinations for the same level of students within same academic session, making it difficult to maintain standards at the same level? Surely, there is need for a rethink here,” the finance minister declared.
Okonjo-Iweala also pointed out that although government had made basic education through junior secondary school free and compulsory; the country was yet to record increase in enrolment rates found in many countries.
According to her, the national primary net enrolment rate which stood at 64 per cent in 1999 fell to 58 per cent in 2010.
“The quality of education and associated learning outcomes are poor. We see mass failures in SSCE conducted by WAEC and NECO year in year out. For instance, only 5.75 per cent of the 803,360 private candidates that sat the WASSCE exams in May/June 2010 received five credits and above (including English Language), while 10 per cent received five credits and above (including mathematics)
“Several universities are producing graduates that lack the right skills needed to perform tasks required in their chosen fields, making it difficult for them to get employment. If you look hard enough, you may even find graduates who have never used a computer before. Academic infrastructure in many of our premier institutions is dilapidated. Nigerian universities are no longer the citadels of learning we once knew them to be.
“They have lost their place in global rankings. Now in facts, Nigerian parents are sending their children to other African countries like Ghana and South Africa to study, spending hundreds of millions of dollars in tuition fees alone, not talk of those that send their wards to the United States or the United Kingdom, at significant costs. Imagine the benefits of investing these in our own university system,” she said.
The minister called for a paradigm shift, saying there was need for quality education to drive the country’s growth.
“That is what Korea did to transform their economy. Korea Developed a programme of ‘education for economic growth’ in 1948, focused on the supply of technical manpower as needed for economic development,” she added.
In his remarks, Governor of the Central Bank of Nigeria (CBN), Mallam Sanusi Lamido Sanusi, said: “We have societies where there is corruption, but they have leaders who are very competent. There is corruption in Asia. Now as we talk about merit, let’s look at our constitution.”
Our constitution says you must appoint a minister from every state of the federation, which is fine. But does it set the minimum qualification that is expected?
“As a country, do we ask the right question? In Malaysia, before you are presented to parliament to be considered for consideration, there is a screening process. So, we should never sacrifice merit on the altar of diversity,” Sanusi added.
Earlier, the chairman of the event, Chief Julius Adelusi-Adeluyi, stated that only an improved educational system will address the current challenges faced by the country.

(CNN) -- David Villa was top goalscorer at Euro 2008 as Spain secured a first major championship in 44 years, but the world champions' all-time leading marksman will not be part of next month's title defense in Poland and Ukraine.
Villa, who has scored 51 international goals, has been out of action since December, when he fractured a bone in his left leg while playing for Barcelona at the FIFA Club World Cup.
The Spanish Football Federation's website has confirmed that the 30-year-old will not be fit enough to be part of coach Vicente del Bosque's 23-man squad, which will be named on Sunday.

"After not getting in the final practice and development desired, David Villa spoke with Del Bosque, who relayed that although it was Villa's wish to be with the team in Poland and Ukraine, that his physical state was 'not as good' as would be desirable."
Villa , who scored five goals as Spain won the 2010 World Cup, expressed his gratitude to fans for their continued backing.
"Thanks to all of you for your support," the former Valencia striker wrote on micro-blogging site Twitter. "I will continue working to return to play as soon as possible with Barca and the Spanish national team."
Villa's absence was felt by Barca, who missed out on the Spanish league title for the first time in four years and finished second -- nine points behind archrivals Real Madrid.
With Villa unavailable, the door is now open for Fernando Torres to stake a claim for a return to the starting lineup.
The Chelsea striker, who scored the only goal as Spain beat Germany 1-0 in the Euro 2008 final, has been called into the squad for Saturday's friendly against Serbia.
Fernando Llorente, the Athletic Bilbao forward who starred during the Basque club's run to the Europa League final, is also hoping to lead Spain's frontline.
Four Four Two magazine's Tim Stannard explained how the absence of Villa, captain Carles Puyol and the loss of form of several key players could mean Joachim Low's Germany are now favorites for the tournament.
"Germany moved into the favorites position, although they do have a very tough group to get through," said Stannard.
"It's not just that Puyol is out. Gerard Pique is very much out of form, there are doubts about who is going to play at full back. Iniesta and Pedro aren't in very good form and neither is Fernando Torres."
Stannard tipped Llorente to fill Villa's boots, although he will first have to emerge unscathed from Bilbao's Copa del Rey final against Barcelona on Friday.
"The Copa del Rey final is another huge blitz to Del Bosque at the end of a badly organized campaign so far for Spain," he said.
Drawn in Group C, Spain will first face 2006 World Cup winners Italy in Gdansk on June 10 before playing Croatia and the Republic of Ireland.

Car buying suggestions for Facebook employees with a new-found wad of cash burning a hole in their pocket.

Although its stock has come down from its IPO price, some Facebook partners could still be worth, by most estimates, huge stadium-sized buckets of money. While they can't sell their shares for six months, they're probably thinking about how to spend their cash when the time is right.
Perhaps they want to buy a new car or two. Or maybe ten. And while some of us might go out and simply fill up a garage with the highest priced offerings from the likes of Ferrari and Bentley, Facebook culture is different.

We're guessing a Facebook employee will want to drive something that shows an interest in the latest technology along with proper respect for the environment. If a car happens to be outrageously expensive, that can be excused if it at least appeals strongly to the "green" and/or "geeky" style.

3 Reasons to Vaccinate Your Daughters for HPV

Recently, Michele Bachmann let loose on Texas Gov. Rick Perry for signing a bill requiring all girls to be vaccinated with the HPV vaccine in order to attend public school.

Michele Bachmann doesn't like this because it takes away from the rights of the parents to choose. (Funny how she's all about "choice" on this particular issue, and not so much on others.) She went on to claim that one parent told her the vaccine was dangerous and caused mental retardation in her child. This has been hotly contested by medical organizations, including the American Academy of Pediatrics. Parents in Texas can easily opt out of the requirement, but that's not really the point. The point is, why would any parent decide against protecting their daughter from a virus that has been shown to cause cervical cancer?
Here are three reasons why your daughter is not safe, no matter how you've raised her.
Someday, she will have sex.
I know, it is really difficult for a mom (and especially a dad) to admit. But it is true. If your daughter is a normal, healthy kid who will grow into a normal healthy adult-sex is probably inevitable. Whether it happens in the back seat of a Buick in high school or on silk sheets on her wedding night doesn't matter. What does matter is that she will be having sex with someone else. Your daughter may be chaste and innocent, but is her partner? Has her partner exercised due diligence, or did her partner have a past that she knows nothing about?
The "Unthinkable" could happen to her.
According to a study conducted by the National Organization for Women, more than 600 women are raped or sexually assaulted in the United States every day. Surviving a sexual assault is not an easy thing. If the aftereffects of that sexual assault are revisited years later because the perpetrator of the crime passed on a virus that causes her to contract cervical cancer, survival may not even be possible.
She might make her own mistakes.
Your daughter is cute and innocent right now. She might be playing with her dolls, or her brother's dump truck. Either way, the thought that she might someday fall into the company of the wrong kind of kids, experiment with drugs, alcohol and sex, or make any decision in her life that might not be in accordance with your morals or the way you are raising her-well, it's just not possible. Not right now.
But you have no idea what choices she might make in the long run. If she does ultimately fall into dangerous situations, isn't it your responsibility to protect her from harm? We can't hold her hand while she crosses every street, nor can we choose which streets she will cross, but we can provide her with certain safety nets. One of those nets is a vaccine that may prevent permanent repercussions from temporary lapses in judgment.
Michele Bachmann will say anything to make herself look like the better choice for the Republican nod. She will do anything to make her opponents look like horrible men who would take parenting rights out of parents' hands. Generally, she makes herself look like a fool, but this time she has done something even worse. She has misled parents into fearing something that could help their daughters, and even save their lives.
Make your own decisions, but whatever you do, consider all of the outside influences that have to do with this particular decision. HPV vaccinations can save your daughter's life. When you are making the decision of whether to have her vaccinated, remember that your moral code has very little to do with it.

1Put them in mind to be subject to principalities and powers, to obey magistrates, to be ready to every good work,

2To speak evil of no man, to be no brawlers, but gentle, shewing all meekness unto all men.

3For we ourselves also were sometimes foolish, disobedient, deceived, serving divers lusts and pleasures, living in malice and envy, hateful, and hating one another.

4But after that the kindness and love of God our Saviour toward man appeared,

5Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost;

6Which he shed on us abundantly through Jesus Christ our Saviour;

7That being justified by his grace, we should be made heirs according to the hope of eternal life.

8This is a faithful saying, and these things I will that thou affirm constantly, that they which have believed in God might be careful to maintain good works. These things are good and profitable unto men.

9But avoid foolish questions, and genealogies, and contentions, and strivings about the law; for they are unprofitable and vain.

10A man that is an heretick after the first and second admonition reject;

11Knowing that he that is such is subverted, and sinneth, being condemned of himself.

12When I shall send Artemas unto thee, or Tychicus, be diligent to come unto me to Nicopolis: for I have determined there to winter.

What is the Meaning of this Text?

Verses 1-7: Spiritual privileges do not make void or weaken, but confirm civil duties. Mere good words and good meanings are not enough without good works. They were not to be quarrelsome, but to show meekness on all occasions, not toward friends only, but to all men, though with wisdom, (Jam 3:13). And let this text teach us how wrong it is for a Christian to be churlish to the worst, weakest, and most abject. The servants of sin have many masters, their lusts hurry them different ways; pride commands one thing, covetousness another. Thus they are hateful, deserving to be hated. It is the misery of sinners, that they hate one another; and it is the duty and happiness of saints to love one another. And we are delivered out of our miserable condition, only by the mercy and free grace of God, the merit and sufferings of Christ, and the working of his Spirit. God the Father is God our Saviour. He is the fountain from which the Holy Spirit flows, to teach, regenerate, and save his fallen creatures; and this blessing comes to mankind through Christ. The spring and rise of it, is the kindness and love of God to man. Love and grace have, through the Spirit, great power to change and turn the heart to God. Works must be in the saved, but are not among the causes of their salvation. A new principle of grace and holiness is wrought, which sways, and governs, and makes the man a new creature. Most pretend they would have heaven at last, yet they care not for holiness now; they would have the end without the beginning. Here is the outward sign and seal thereof in baptism, called therefore the washing of regeneration. The work is inward and spiritual; this is outwardly signified and sealed in this ordinance. Slight not this outward sign and seal; yet rest not in the outward washing, but look to the answer of a good conscience, without which the outward washing will avail nothing. The worker therein is the Spirit of God; it is the renewing of the Holy Ghost. Through him we mortify sin, perform duty, walk in God's ways; all the working of the Divine life in us, and the fruits of righteousness without, are through this blessed and holy Spirit. The Spirit and his saving gifts and graces, come through Christ, as a Saviour, whose undertaking and work are to bring to grace and glory. Justification, in the gospel sense, is the free forgiveness of a sinner; accepting him as righteous through the righteousness of Christ received by faith. God, in justifying a sinner in the way of the gospel, is gracious to him, yet just to himself and his law. As forgiveness is through a perfect righteousness, and satisfaction is made to justice by Christ, it cannot be merited by the sinner himself. Eternal life is set before us in the promise; the Spirit works faith in us, and hope of that life; faith and hope bring it near, and fill with joy in expectation of it.

Verses 8-11: When the grace of God towards mankind has been declared, the necessity of good works is pressed. Those who believe in God, must make it their care to maintain good works, to seek opportunities for doing them, being influenced by love and gratitude. Trifling, foolish questions must be avoided, and subtle distinctions and vain inquiries; nor should people be eager after novelties, but love sound doctrine which tends most to edifying. Though we may now think some sins light and little, if the Lord awaken the conscience, we shall feel even the smallest sin heavy upon our souls.

Verses 12-15: Christianity is not a fruitless profession; and its professors must be filled with the fruits of righteousness, which are by Jesus Christ, to the glory and praise of God. They must be doing good, as well as keeping away from evil. Let "ours" follow some honest labour and employment, to provide for themselves and their families. Christianity obliges all to seek some honest work and calling, and therein to abide with God. The apostle concludes with expressions of kind regard and fervent prayer. Grace be with you all; the love and favour of God, with the fruits and effects thereof, according to need; and the increase and feeling of them more and more in your souls. This is the apostle's wish and prayer, showing his affection to them, and desire for their good, and would be a means of obtaining for them, and bringing down on them, the thing requested. Grace is the chief thing to be wished and prayed for, with respect to ourselves or others; it is "all good."

How can We Apply this Scripture familyto our Life?


In our Bible Study here in the book of Titus we have made application in Titus chapter 1 for the Right Leadership in the Church, in Chapter 2 our responsibility to live right in the Church, and here in Chapter 3 to Obey Government, Avoid useless arguments. We all have a responsibility to live what we study in the scriptures. To not just hear the Word but Obey and live it out in every decision we make. Keeping the main thing, the main thing, Sharing what God did for us through His Son. Once we learn it, we live it, then teach it to the next generation. I have heard of Churches splitting because of the color of the carpet in a building plan. I have heard of Christians not paying their taxes. Fighting within the Church for anything and everything. Be tolerant of believers for their standards and level of their Christian growth. It is really simple, get saved, share Christ, and love others as Christ has loved us. Keep the main thing the main thing.
